Frank Willoughby, Senior Pastor

Pastor Frank Willoughby was born in Washington D.C. He came to Christ as a child during a Nazarene revival service and has served the Lord throughout his life. He went to Boston, MA where he earned his BS in Psychology at Eastern Nazarene College. While there he received his call to pastor and met the love of his life, Susan who was also at ENC. They married in 1975 just before heading to Kansas City, MO to earn his M.Div. at Nazarene Theological Seminary.
Frank's desire to pastor was nurtured through opportunities he had even while in school. He and Susan served a Disciples of Christ Church in Kansas City. From there they moved to Syracuse, N.Y. serving as an associate pastor of discipleship & evangelism. Later he pastored Nazarene churches in New York and Ohio.
Frank and Susan have 3 daughters, now adults and is the proud grandfather of Canaan, age 2, and Maggie, 3 months. Kelsie and her husband Kyle live in Boston with their two children. Rachel graduated college in 2004 and just returned from a 6 month mission trip to Asia. She presently lives with her parents while seeking God's next assignment for her. The youngest daughter, Tracy just graduated college and is living in Michigan while planning a September wedding.
Frank and Susan have been on a journey spiritually that has taken them into a deeper walk of faith than they might have expected. Frank has a hunger in his heart to closely follow the voice of God, and to guide others into intimacy with the Savior. He loves being with people, learning about them, loving them. His gift mix is pastor/teacher, wisdom, leadership, mercy, compassion, exhortation and evangelism. Susan is a leader as well. Her desire is to teach and disciple believers. She is gifted in hospitality and word of knowledge. In church ministry she is the one who will see a need and step in or find someone who God is raising up to do so. She loves to praise and worship God, is an avid reader and student of the Word.
Frank and Susan have traveled to Viet Nam, China and Cuba in company with an organization that gets Bibles into these restricted countries. They try to live lives on the edge, for the glory of God.
Paul Tonen, Chairman of the Elders

Paul came to know the Lord when he was 13 or 14 years old. His parents, immigrants from Holland went back to the home country and he was to stay with family friends. Through a series of meetings at the Gospel Hall they went to, he made a profession of faith realising the price Christ paid for his sins as He dripped blood on the cross. This might sound graphic but it was the image he couldn't get out of his mind and "He did it for me."
His wife Cathy-Lynn and two children P.J.(15) and Joseph (2 ½) both attend City Heights. As A family they are involved with Mount Traber Bible Camp. His role is a maintenance guy who helps in different projects from construction, plumbing, clean-up and also serve as a board member. Outside of church and ministry he is an Industrial Mechanic/Millwright with Dalhousie University and in his past has worked in the areas of Manufacturing, Marine Engineering and Banking.
Paul has a heart to serve the Lord. His desire is to be more like the man Jesus was.
Jason Cole, Elder & Youth Pastor

Jason married his longtime best friend Melissa (Missy) and they have been greatly blessed since with three and a half wonderful children - Maria, Isaiah, Claudia and a 4th one coming in May ’08!
He brings unique qualities and another servant's heart to church leadership. He was introduced to church for a short time as a young child and now looks back remembering that he talked with God in some of his earliest memories, but grew very distant in his late childhood and teenage years - living the life of an atheist. After being invited to a youth function at this newly planted church in 1994, Jason was struck with the reality of God and received Him as his savior. He was then called into ministry while attending a public baptism - and was baptized moments later (joyfully unexpected by the pastor).
Jason has been involved in youth ministry ever since - first as a youth leader, then a volunteer youth pastor as of 2000 and then full time youth pastor as of April 2006 which includes many duties of it's own from summer/winter camps, mentoring, equipping, studies, rallies, praying/council for them and their parents through all circumstances and being there for them 24/7.
Jason continues to work on his masters degree at Ambrose Seminary in Toronto by distance education. His strongest spiritual gift is pressing forward to introduce people to Christ making it so blatantly simple to even the hardest of hearts so they can know God, obey God and share in His love and peace. He would love for you to give him a crack at your toughest question!
Doug Duncan, Elder

Doug came to the Lord at University in Fredericton 15 years ago when a fellow student invited him to jam (play guitar) and then the next day asked him to come and read the Bible with him. It has been a journey of spiritual growth since he and his wife, Kim have been at City Heights Church for the past 10 years. They have 2 daughters, Megan and Julie.
Doug has been involved in ministry at City Heights with the Youth for a number of years. He has a passion for seeing lost people come to Christ and enjoys sharing his faith, even with strangers.
He also has been ministering through the music God has gifted him with by playing the guitar during morning worship and singing with the band.
Doug Vicars, Elder

Doug Vicars is an entrepreneur and has been all his life. While establishing a unique rehabilitation center to train and employ physically challenged people in Newfoundland, Doug hired and later married Rosemary McDonald. They moved to Nova Scotia in 1987 with baby son, Ryan, and not long after added Lee and then Amy to their family.
Doug and Rosemary were raised as Roman Catholics but in Nova Scotia the Lord had another call on their lives. In 1990 at a little Mennonite Brethren Church in Dartmouth they heard the message of salvation and together yielded their lives to Jesus Christ and were baptized, together, in November of 1991.
The ensuing 18 years have been an awesome journey of getting to know Jesus Christ; being filled with the Holy Spirit and walking in obedience to The Holy Spirits direction. Both Doug’s & Rosemary’s journey in the business world is one of bringing Christ and His Word to bear on many financial decisions and new directions for their companies. God has blessed their local and national business ventures.
Doug has been in an eldership position, prior to coming to CHC, at Cornerstone Community Church. He was the first Executive Director of Habitat for Humanity in Nova Scotia. Together he and Rosemary served with Mennonite Central Committee Canada in economic development for the Maritimes and later in Community Ministries with the Navigators of Canada. Doug also served on the National Board of Directors, and was an officer of the Navigators of Canada, as Corporate Secretary/Treasurer.
Since coming to City Heights Church in 2001 Doug & Rosemary have been involved in individual discipling; Men’s Ministry; Basic Assurances School, Alpha course, workshops on The Devotional Life of a Leader and development of the small group ministry.
He has had the awesome privilege to baptize 2 of his three children here at City Heights.
Marlo Boutilier, Children's Pastor

Born on January 6, 1962, Marlo was raised and still lives in East Lawrencetown, NS. She and her husband Chris celebrate 19 years of marriage and God has richly blessed them with their son Adam. Marlo has attended church since infancy, but it wasn't until 13 years ago that she gave her life to Christ and enjoys a wonderful learning walk with Him today.
Marlo and her family are founding members of City Heights Church and she has been involved with the Childrens' Ministry since the beginning. The first year she taught the 4-5 year old class and has worn many hats in the ministry as its leader, starting as Sunday School Superintendent and since 2003 has been on staff part-time as Children's Ministries Co-Ordinator.
One of Marlo's greatest passions is to reach and teach kids for Christ offering biblical programs taught by loving teachers. It is a joy to watch God grow His kids up spiritually. It has been especially awesome for her to watch those children who have been in Kidz Club since the beginning have the Lord work in their lives and begin to develop their gifts for ministry. Marlo's gifts are those of teaching, encouragement, leadership, discernment and administration.
